About Creative Insights
Creative Insights Corporation started in 1996 when John Daly, Ph.D., and a business partner
discovered that local governments needed a consulting resource that understood the unique
needs of public sector organizations. After a few years, John became sole owner and president
of the corporation.
 In January 2001, Beverly Douglas joined the organization as a consultant.

Biography of John L. Daly, Ph.D.

John L. Daly is an Associate Professor of Public Administration at the University of South
Florida in Tampa. He also serves as President of Creative Insights Corporation, which he
co-founded in June 1996. John received his Ph.D. in Public Policy and Master of Public Affairs
degrees from Indiana University-Bloomington. In 1995-96, John was elected President for the
Suncoast Chapter of the American Society for Public Administration. Currently, he is serving his
second term as President for this professional association. John has local, national and
international experiences working with governments and public administrators. In 1998-99, and
again in 2005-2006, John was selected as the U.S. Fulbright Senior Scholar to the Kingdom of
Swaziland (southern Africa), where he served as a technical consultant to national government
(1998-99) and as a university professor at the University of Swaziland (2005-2006). John
actively consults with local governments in Florida seeking to improve the quality of public
service delivery. His research in the fields of public administration, human resource
management and public policy has appeared in numerous national and international public
administration, human resource management, and public policy journals. His most recent
book, Training in Developing Nations (M.E. Sharpe) was published in 2005. John and his wife,
Debby, have lived in the Tampa Bay area since their arrival at USF in August 1986.  
Biography of Beverly Douglas, MBA, SPHR

Beverly Douglas has served as a consultant for Creative Insights for over five years. She holds
a Master of Business Administration with concentrations in marketing, management and
sustainability from the University of South Florida and a Bachelor of Science in Public Relations
from the University of Florida. Through Creative Insights and her previous work experience,
Beverly has nine years of experience training and developing employees.
